The ceiling rate typically charged is the 3% but that is at the high-end correct? So I would assume a 3% rate assigned both to the buy and seller's agent (6%) total would be high?

I’m not familiar with the term ’ceiling rate’ as it relates to real estate. Nonetheless, as a real estate professional, it is not correct for me to say that there is a typical commission rate charged by all brokers. Every broker agency is different. Each broker offers different services, from limited to full. Each broker agency definition of full service varies. As for EXIT Realty Parade of Homes, our commission rate for a full service listing is 6%.
